Announcement: BNNIC Expression of Interest for Registrars

The Brunei Darussalam Network Information Centre Sdn Bhd (BNNIC) would like to invite Expressions of Interest from suitably qualified, competent, and financially sound local and international domain name Registrars or Resellers to become a BNNIC Accredited Registrar for the purposes of registration and other operations of the '.bn' ccTLD, as well as for providing access for Registrants to register domain names online.

Applicants must demonstrate their experience, capabilities, and competencies to perform the services of a domain name registrar by providing information in the format specified in Section 3 of the EOI.

Interested parties who intend to participate in this EOI should note that:

(a)          BNNIC may issue a formal request for accreditation at a later stage.

(b)          BNNIC shall not be responsible for the preparation of the submission to this EOI.

(c)        In the event this EOI is made available in electronic form, interested parties must note that when reading or uploading such copies of this EOI (or part thereof) are doing so at their own risk and are accepting the entire risk of virus transmission.

(d)          BNNIC reserves the right to cancel this EOI or any subsequent follow up activities as it deems necessary and appropriate in the circumstances.   

(e)          All submissions must comply with the terms and conditions, requirements and specifications contained in this EOI.  Failure to do so will render the submission invalid.

(f)           The submission shall be written in the English language.

The closing date for EOI submissions is 12th July 2017 at 3:00pm local time.

.bn Domain Name Under Technical Migration on 18 December 2014

The Brunei Darussalam Network Information Centre Sdn Bhd (BNNIC) would like to inform internet users who rely on the .bn domain names that a server migration will happen on 18 December 2014. BNNIC and Telekom Brunei Berhad (TelBru) are migrating the .bn data from the existing servers to new servers to accommodate future capacity and better service for .bn users.

BNNIC and TelBru will take all appropriate measures to avoid any downtime, however there are possibilities that some .bn domains might experience temporary disruption during the early hours of 18 December 2014. Affected users should contact TelBru’s Customer Care line 111.

This migration exercise is one of the key steps to allow BNNIC to take on the role of regulating the registration, administration and management of domain names in Brunei Darussalam.

This exercise will also allow industry players to become an accredited registrar for .bn domain names and the flexibility to offer other value added services besides domain name registration. In this way, corporations, enterprises and small & medium businesses (SMEs) will have a choice of registrars to register their .bn addresses.

Those affected by the migration are advised to take note and look out for further progress statements in this regards.

AITI to implement new Registry – Registry domain name system for .BN domain name

27th September 2013 – A signing ceremony was held between Authority for Info-communications Technology Industry of Brunei Darussalam (AITI) and Alif Technologies Sdn Bhd for the Supply, Delivery, Design, Development, Implementation, Training, Commissioning, Deployment, Support and Maintenance of Network Infrastructure, Hardware and Software for a Registry-Registrar Domain Name System.
 
Haji Osman Bin Haji Ladis and Haji Jailani Bin Haji Buntar signed on behalf of AITI while Haji Mohd Arbi Bin Haji Abdul Hamid and Pg Mohd Sufian Bin Pg DP Hj Maidin signed on behalf of Alif Technologies.  The signing ceremony was witnessed by Yang Mulia Haji Yahkup Bin Haji Menudin, Chief Executive of AITI.

The signing and award to Alif Technologies Sdn Bhd for the implementation of the Registry-Registrar Domain Name System marked an important milestone towards AITI becoming the registry and administration for .BN Top Level Domain (TLD) name space in Brunei Darussalam.  AITI, through its subsidiary Brunei Network Information Centre Sdn Bhd (BNNIC), will become the registry for all domain names ending with .BN upon the completion of this project in March 2014. AITI embarked on this initiative in 2012 as the adoption of .BN domain names among local enterprises is relatively low. AITI believed that more can be done and is keen to play an active role in governing the registration of .BN domain names.  As a first step, AITI awarded the consultancy to develop the Domain Name Management Framework of .BN in Brunei Darussalam to IDA International (IDA-I) and Singapore Network Information Centre (SGNIC) in April 2012. In Sep 2012, AITI conducted a public consultation and industry dialogue on the proposed Registry-Registrar Domain Name Model which is inline with international best practice.  The model will also allow the industry players to become accredited registrars for .BN domain names and the flexibility to offer other value added services besides domain name registration.  In this way, corporations, enterprises and small and medium businesses will have a choice of registrars (based on prices and value added services) to register .BN addresses.  Meanwhile, AITI, through BNNIC, will administer the policies and become the national registry governing the use of .BN domain names in Brunei Darussalam.  In the future when the implementation phase of this project is completed, BNNIC also hope to collaborate with registrars from the industry to actively promote the use of .BN for businesses, government agencies, learning institutions and non-government organisations such as charities and welfare entities.

Signing Ceremony Between AITI and IDA International on Brunei Darussalam .bn Domain Name Management Framework

A signing ceremony was held between the Authority of Info-communications Technology Industry of Brunei Darussalam (AITI) and IDA International (IDAI). The signing ceremony was for the consultancy services to develop, implement and support implementation of the domain name management framework of .bn domains in Brunei Darussalam.
 
The signing ceremony was held in Dewan Seri Kerna, B13, AITI Building, Anggerek Desa.
 
The Guest of Honour for the signing ceremony was Yang Mulia Dato Paduka Haji Awang Alaihuddin bin Pehin Orang Kaya DiGadong Seri Lela Dato Seri Utama Haji Awang Mohamad Taha, Permanent Secretary, Ministry of Communications and as his capacity as Chairman of AITI.
 
In attendance was the Chief Executive of AITI, Hj Yahkup bin Hj Menudin, CEO of IDA International, Mr Seah Chin Siong, management and staff of AITI.
 
The event started with a welcoming speech by Hj Yahkup bin Hj Menudin. In his opening remarks, he mentioned that the development of the Domain Name Management framework will lay the foundation for the development and growth of .bn domain names in Brunei Darussalam. The project will also ensure that the practice for the registration of “.bn” domain name is in line with the international best practices. The project will also be looking into reviewing the existing “.bn” domain registration fee to make it more cost effective for businesses and government agencies.
 
 
​Hj Yahkup bin Hj Menudin acknowledged that local companies have not been using the “.bn” addresses widely in their online presence in the Internet. There is currently only 1,000 .bn domain names registered in Brunei Darussalam as compared to 132,000 .my domain in Malaysia and 136,000 .sg domain in Singapore.
 
The Chief Executive of AITI highlighted that AITI intends to play a more active role in the governing of the registration of .bn domain names and ensure that the uptake of .bn addresses is on par with other countries in the region. AITI will create various initiatives such as increasing the number of operators to register “.bn” domain, outreach and awareness program, online domain name applications and introducing more value added services for “.bn” addresses.
In closing the Chief Executive expressed his appreciation for the good cooperation that AITI, IDA and IDA International over the past years. He hoped that the success of this project will further strength the good bilateral relationship between Brunei Darussalam and Singapore.
 
This was followed by the signing of contract between AITI and IDAI. For AITI the signatories were Haji Yahkup Bin Haji Menudin, Chief Executive and Haji Jailani Bin Haji Buntar, Assistant Chief Executive while representing IDAI was Mr Seah Chin Siong, CEO of IDA International. The signing ceremony was witnessed by the Permanent Secretary, Ministry of Communications.
